In another window, DENR Albay has already identified and surveyed 1,000 hectares of open timberland in Ligao, Albay for energy plantations (Jathropa project), by the Philippine Forests, Inc., a Manila-based corporation. Once set in place, the project will address shortage of energy and scarcity of fuel. Several foreign investors have already assessed the area thru the invitation of the proponent.
Guided by ther principle of participatory governance, DENR Albay has involved the upland communities of Barangay Namantao at Cagraray Island in Bacacay, Albay, in identifying a potential communal watershed covering hundreds of hectares. Joined by the Municipal Council of Bacacay, and in close coordination with the Barangay Council of Namantao, the Field Office is now in the stage of identifying, formulating and developing specific programs of action and interventions, including possible financial support systems. Ultimately, this communal watershed rehabilitation efforts is envisioned to continuously provide potable water supply and improve forest ecosystems in the area.

The Province of Albay has never before been faced with calamities of staggering proportions until in recent years, which every Albayano would like to bury into the deepest recesses of his mind, as remembering them would only certainly conjure nightmarish images beyond words. Climate Change, scientists and environment experts say. And Albay is not a lone casualty. This is a global menace threatening each nation, community and everyone of us. No room therefore for dillydallying as we all have to wage a war that has to be won at all costs. And the time to act is NOW!

It was along this perspective that the Department of Environment and Natural Resources (DENR), thru the Honorable Secretary, Jose L. Atienza, Jr. enjoined all field offices to come up with a more potent tool that would aggressively heighten awareness and encourage Filipinos to work in partnership with the Department on its programs especially aimed at mitigating the effects of climate change.

Echoing the Secretary's call, we, at the Provincial Environment and Natural Resources Office (PENRO) in Albay and the Community Environment and Natural Resources (CENRO), Legazpi City, otherwise known as DENR Albay, are offering this tool of information education which certainly transcends beyond the bounds of the Province of Albay.

As the cutting edge of the DENR in the management, conservation and protection of our natural resources, the PENRO and CENRO would like to bring to the fore the advocacies which the DENR espouses as well as its diversified programs and frontline services, within easy reach of the public. These services/programs include, among others, forest management, protected areas, wildlife and coastal zones management, lands management, responsible mining, environmental protection and information education campaigns.

As environmental concerns are not the sole realm of the Department, but more of a collective and communal concern, we enjoin each and every Albayano to do their share in making the Province of Albay a more environmental friendly and a healthy place and to live in.
